Regarding adding muscle to your legs, you will really need to do some leg work that includes weights: lunges with dumbbells, squats with weights on your shoulders and things like that. Also, you will need to add more protein to your diet, protein builds muscle. Cardio not only burns fat and strengthens your heart, it helps to sculpt your muscle. So don't stop it, you need it, but you can change what you do. For instance more body weight cardio instead of the machines.
