My blog (www.sistasense.com) I built using wordpress.org. I use a number of wordpress plugins on my blog, the one you are referring to is the "If you liked that plugin" which you can install by either using the 'add new' plugin link on your wordpress dashboard page or searching the wordpress plugins website.
